The Independent Living Resource Center (ILRC) is a disability focused non-profit providing services and advocacy to those experiencing all disabilities, of all ages, and all income levels. Our mission is to promote independent living and full access for individuals with disabilities through advocacy, education and action in our communities. The organization has been based in Santa Barbara since it opened in 1976 and serves the Central Coast Counties of; Ventura, Santa Barbara, and San Luis Obispo. Services are provided by utilizing a team approach where the consumer is an active member in their goal attainment. Services provided by the organization include; Housing, Personal Assistance, Interpreting, Peer Support, Assistive Technology, Youth Transition, Older Individuals who are Blind Program, Advocacy, and Emergency Preparedness. ILRC is actively engaged in all of our counties.

About the position:
The Outreach and Program Services Manager plans and implements strategies to promote visibility of all programs at ILRC in order to increase program referrals and strengthen community awareness of independent living options for seniors and individuals with disabilities. This individual is responsible for: coordinating the agency's outreach efforts, training and guiding staff through outreach, developing innovative marketing strategies, building relationships with other community-based organizations, maintaining our social media, and adding content to various sections of our website. This individual will provide direct support to both program staff and the Program Director.

COVID-19 considerations:
All consumers must wear face masks and or face shields. Most offices are private with a door that will close. We have all other necessary PPE available and do weekly cleaning.

Job Duties & Responsibilities

  • Develop a strategic community outreach plan to support all program staff in developing and building community relationships throughout San Luis Obispo, Santa Barbara, and Ventura Counties;
  • Provide guidance and training to staff on individual outreach efforts and plans;
  • Develop innovative outreach strategies for reaching people with disabilities;
  • Create flyers, presentations, and materials for outreach events;
  • Coordinates and participates in a variety of community awareness activities, including in-services with partner agencies, resource fairs, community presentations, etc.;
  • Develop and conduct presentations on ILRC services;
  • Outreaches to community agencies to build partnerships, identify contact points, and strengthen referral avenues;
  • Presents accessible information on ILRC’s mission, programs and services, and the Independent Living philosophy;
  • Actively maintains ILRC’s social media accounts, newsletter, and website, and develops written and video content for online marketing;
  • Monitor program performance and participate in program development.
  • Support staff in creating all outreach materials including presentations, emails, flyers, etc;
  • Oversee staff reporting utilizing CIL Suite; train, perform continuous reviews, and routinely run reports to ensure grant success and need for increase training;
  • Update program job descriptions, consumer manuals, and provide input to policies and procedures and coordinate with the Program Director for timely submission to the Board or Executive Director as applicable.
  • Coordinate with the Program Director on policy, procedure implementation and in-service trainings.
  • Provide program narrative input and content to grants and related reports;
  • Provide grant quarterly report data to the Program Director;
  • Prioritize and coordinate Systems Change activities with the Systems Change Advocate, ensuring consumer and community partner representation in all counties served;
  • Promote harmonious working relationships;
  • Participate fully as a member of a working team;
  • Conduct agency business in a professional manner;
  • Other duties as assigned;

Required Qualifications

  • Bachelor’s Degree in related field (Communications, Marketing) or at least 3 years of experience with outreach and marketing, preferably in the non-profit sector;
  • At least 1 year of experience in a supervisory role;
  • Familiarity with social, emotional and economic issues facing persons w/ disabilities and older adults;
  • Familiarity with human services programs affecting persons w/disabilities of all ages;
  • Motivating interest in disability/independent living field;
  • Excellent communication, interpersonal, and leadership skills;
  • Excellent written and verbal communication skills;
  • Ability to meet deadlines, balance multiple tasks and work under pressure.
  • Extremely strong computer skills and knowledge of social media platforms;
  • Reliable personal vehicle for work travel (mileage reimbursed);
  • Ethical work practices: honest, dependable, team-oriented;
  • Comfortable with public speaking;
  • Strong organizational skills;

Preferred Qualifications

  • Personal experience with disability;
  • Bilingual English/Spanish or English/ASL;
  • Knowledge of creating accessible flyers, presentations, social media posts, etc;
  • Supervising experience: 1 year (Preferred)
