The Independent Living Resource Center (ILRC) is a disability focused non-profit providing services and advocacy to those experiencing all disabilities, of all ages, and all income levels. Our mission is to promote independent living and full access for individuals with disabilities through advocacy, education and action in our communities. The organization has been based in Santa Barbara since it opened in 1976 and serves the Central Coast Counties of; Ventura, Santa Barbara, and San Luis Obispo. Services are provided by utilizing a team approach where the consumer is an active member in their goal attainment. Services provided by the organization include; Housing, Personal Assistance, Interpreting, Peer Support, Assistive Technology, Youth Transition, Older Individuals who are Blind Program, Advocacy, and Emergency Preparedness. ILRC is actively engaged in all of our counties.

Job Duties & Responsibilities
Essential Functions:
● Management of ILRC collaborative programs;
● Lead programs and initiatives focused on collaboration and resource-building, including Aging and Disability Resource Connection partnerships and CalAIM Community Supports;
● Maintain and strengthen existing relationships with community partners and networks, including ADRC partnerships;
● Facilitate and participate in collaborative meetings focused on resource-building and access to long term services and supports;
● Identify and establish new partnerships for collaboration, referral, and advocacy purposes;
● Supervise staff, oversight of duties, monitoring performance and adherence to independent living philosophy, program objectives and certification standards;
● Conduct annual employee evaluations, performance improvement plans and assist staff in setting and attaining goals;
● Make recommendations to the Executive and Program Director regarding retention or severance of employee relationships, step and merit increases;
● Remain informed and conduct HR related business quickly and professionally and in accordance to State/Federal laws;
● Oversee staff reporting utilizing documentation program; train, perform continuous reviews, and routinely run reports to ensure grant success and need for increased training;
● Provide guidance and training to staff on individual outreach efforts and plans and support staff in individual and program goal attainment;
● Coordinate and participate in a variety of community awareness activities, including in-services with partner agencies, resource fairs, community presentations, etc.;
● Provide monitoring tools for staff and board evaluation of service data and goal attainment of service objectives and consumer satisfaction surveys;
● Manage referrals and authorizations from healthcare groups for Community Supports (CalAIM);
● Assist in billing for collaborative programs, including CalAIM and Voice Options Program;
● Submit consumer benefit funding requests to funders, fulfill approved purchases, and complete billing process;
● Support Program Director in implementation of collaborative programs;
● Assist on policy, procedure implementation and in-service trainings;
● Provide program narrative input and content to grants and related reports as requested;
● Provide grant quarterly report data as requested;
● Identify areas for program development and streamlined service provision;
● Work collaboratively with Manager of Independent Living Programs;
Required Qualifications
● Bachelor’s Degree in related field or at least 3 years of experience with program coordination.
● Experience with billing
● At least 1 year of experience in a supervisory role.
● Familiarity with social, emotional and economic issues facing persons w/ disabilities and older adults.
● Familiarity with human services programs affecting persons w/disabilities of all ages.
● Motivating interest in disability/independent living field.
● Excellent communication, interpersonal, and leadership skills.
● Excellent written and verbal communication skills.
● Ability to meet deadlines, balance multiple tasks and work under pressure.
● Extremely strong computer skills and knowledge of social media platforms.
● Reliable personal vehicle for work travel (mileage reimbursed).
● Ethical work practices: honest, dependable, team-oriented.
● Comfortable with public speaking.
● Strong organizational skills.
Preferred Qualifications
● Personal experience with disability;
● Bilingual English/Spanish or English/ASL;
● Knowledge of creating accessible flyers, presentations, social media posts, etc;
● Experience with Medi-Cal billing
